dc.description.abstract | A trajetória de desenvolvimento da economia industrial se baseia em um modelo que depende intensamente da extração de recursos naturais finitos e que é incutido de grandes perdas de materiais para o ambiente. Trata-se de um modelo linear que se estabeleceu durante todo o século XX e acompanhou a trajetória de desenvolvimento baseado em crescimento econômico ilimitado e em uma lógica de produção e consumo intensiva em uso de materiais. Por décadas, as críticas a esse modelo argumentaram que ele não respeita os limites ecológicos do planeta, e que caminhos alternativos são necessários para se repensar a economia. A economia circular emerge como um discurso alternativo na primeira década do século XX e vem sendo consolidada e explorada em diversas partes do mundo. Embora o termo tenha sido utilizado anos antes na China como direcionador de políticas de desenvolvimento urbano e industrial, o conceito evoluiu e a leitura atual incorpora uma diversidade de escolas de pensamento em torno da concepção de um novo modelo econômico, que é regenerativo e restaurativo ao planeta. No cerne do conceito está a noção de dissociar o progresso econômico do uso de recursos naturais finitos e na prática diversos novos mecanismos são necessários para concretizar modelos que apontem para esse fim, reduzindo a necessidade de extração de reservas virgens da natureza para alimentar novos ciclos de produção e consumo e de perdas materiais. A transição para uma economia circular requer mudanças na forma de gerir os materiais e estoques que adentram a economia e os metais são uma importante parcela desses materiais, críticos para o desenvolvimento que se apresentou historicamente e que se prevê ocorrer no mundo nas próximas décadas. A noção de recuperação e extensão da vida útil dos metais em ciclos contínuos de uso, em detrimento de um modelo linear intensamente extrativista e de alto impacto socioambiental, se mostra uma importante área para se desenvolver uma economia circular, que demandará mudanças complexas nas cadeias de valor e nos princípios que regem a geração de valor na economia | por |

dc.description.abstractOther | The industrial economy development path is based on a model that depends heavily on the extraction of finite natural resources and in which losses of materials are embedded. This is a linear model that has been established throughout the twentieth century, being the basis of a development strategy based on unlimited economic growth and a logic of production and consumption intensive in materials use. For decades, criticism of this model argues that it does not respect the ecological limits of the planet, and that alternative models are needed to rethink the economy. The circular economy has emerged as an alternative discourse in the first decade of the twentieth century and has been consolidated and explored in different parts of the world. Although the term has been used years ago in China as a drive for urban and industrial development policies, the concept evolved and the current state incorporates a variety of schools of thoughts around the design of a new economic model, which is regenerative and restorative by nature. The core of the concept is the notion of decoupling economic progress from the use of finite natural resources and in practice new mechanisms are needed to achieve models that point to this goal, reducing the need for extraction of virgin nature reserves to feed new production and consumption cycles and material losses. The transition towards a circular economy requires changes in materials flows and stocks management in the economy and metals are a significant portion of these materials, critical for the development historically and that is expected to occur in the world in the coming decades. The notion of recovery and extension of the life-cycle of metals in continuous loops, rather than a linear model strongly extractive and intense in social and environmental impacts, reveals an important area to develop a circular economy, which will require complex changes in value chains and in the principles governing the value creation in the economy | eng |
