dc.description.abstractEm debates internacionais sobre florestas, há um reconhecimento crescente da importância da abordagem de paisagem (“landscape”, em inglês) para tratar de forma efetiva o desmatamento global. Perspectivas e teorias institucionais têm dado forma e modificado a percepção dos problemas ligados a escolhas individuais e coletivas em paisagens florestais. Essa tese explora os impactos sociais das instituições que moldam a dinâmica de redução do desmatamento no município de São Félix do Xingu, Estado do Pará. Sob a ótica das percepções de diferentes atores locais, a tese analisa as três principais medidas que colaboraram para a redução do desmatamento no município desde 2008: o embargo federal, o pacto municipal contra o desmatamento ilegal e o programa de paisagens sustentáveis. Com um foco nos pequenos produtores, o trabalho visa identificar os desafios associados à governança de paisagens florestais e características que contribuem para o seu sucesso, a fim de gerar perspectivas para uma abordagem de governança mais integrada na Amazônia. Instituições estão em constante movimento entre o que é estabelecido e o que acontece na prática, de forma a possibilitar, mas também impedir, escolhas e ações individuais. Esse processo, no entanto, pode reproduzir desigualdades estruturais. O conceito de bricolagem institucional, nesse sentido, é utilizado para examinar a natureza complexa e heterogênea da governança de paisagens florestais e a dinâmica em que instituições, redes, práticas e significados se concretizam em São Félix do Xingu. A análise institucional das medidas aqui analisadas demonstrou que as mesmas não são adaptadas às necessidades e capacidades dos pequenos produtores. O papel desses atores no desenvolvimento regional e rural sustentável pode ser significativamente aumentado.pt_BR

dc.description.abstractOtherIn international debates on forests there is growing recognition of the importance of a landscapes approach to effectively address global deforestation. Institutional perspectives and theories have shaped and changed the perception of problems related to individual and collective choices in forest landscapes. This thesis explores the social impacts of institutions that shape deforestation reduction dynamics in the municipality of São Félix do Xingu, State of Pará. From the perspective of different local actors perceptions, the thesis analyzes the three main measures that contributed to reducing deforestation in the municipality since 2008: the federal embargo, the municipal pact against illegal deforestation and the sustainable landscapes program. With a focus on small producers, the study aims to identify the challenges associated with forest landscapes governance and features that contribute to its success in order to generate prospects for a more integrated approach to governance in the Amazon. Institutions are constantly moving between what is established and what happens in practice, in order to enable, but also preclude, individual choices and actions. This process, however, can reproduce structural inequalities. The concept of institutional bricolage, in this sense, is used to examine the complex and heterogeneous nature of forest landscapes governance and the dynamic in which institutions, networks, practices and meanings are realized in São Félix do Xingu. The institutional analysis of the measures examined here demonstrated that they are not adapted to the needs and capacities of small producers. The role of these actors in regional and sustainable rural development can be significantly increased.en
