| Abstract: | Tipo de Projeto de Trabalho Final de Curso: Estudo de caso. Objetivo do TFC: O objetivo da presente pesquisa é sistematizar a trajetória de inovação, bem como identificar e analisar as barreiras e incentivos à inovação na Procuradoria Regional da República - 2a Região (PRR2/MPF). Metodologia utilizada: Trata-se de uma pesquisa aplicada, com objetivo exploratório- descritivo, elaborada em cinco etapas. A primeira contou com o levantamento e análise bibliográfica sobre as Procuradorias Regionais da República, seguida pela pesquisa documental sobre inovação no Ministério Público da União. Na terceira etapa, foi realizado um questionário com 50 respondentes, visando aprofundar os achados na pesquisa documental e identificar quantitativamente as barreiras e incentivos à inovação. Na quarta etapa, foram realizadas entrevistas visando aprofundar os achados do questionário, concluindo com a triangulação e análise dos dados. Aplicabilidade e limitações: As recomendações propostas na presente pesquisa e complementadas no relatório técnico conclusivo podem servir de inspiração para outras unidades do Ministério Público Federal, bem como de outras instituições do ecossistema de justiça. Como limitação, tem-se que a trajetória de inovação se limita ao recorte temporal de 2023 e os resultados quantitativos possivelmente não serão perfeitamente aplicáveis a outras instituições, mesmo dentro do MPF. Originalidade: A originalidade do estudo está na sua abordagem da inovação em um órgão autônomo do ecossistema de justiça, com um enfoque administrativo, em vez da ênfase jurídica. Resultados: Foi sistematizada a trajetória da inovação na Procuradoria Regional da República – 2a Região, organizando e disponibilizando esse conhecimento, bem como a identificação do fluxo de institucionalização da inovação no MPF, sua organização em ciclos e marcos históricos. Também foram identificadas as principais barreiras à inovação, relacionadas a hierarquias muito rígidas, sobrecarga de trabalho e projetos desalinhados com a área finalística. Os principais incentivos identificados foram o apoio das chefias e sistemas de TI para inovação e integração entre membros e servidores. |
| Abstract: | Type of research: Case Study Final Course Work Objective: The objective of this research is to systematize the trajectory of innovation, as well as to identify and analyze the barriers and incentives for innovation within the 2° Office of Federal Circuit Prosecution (PRR2/MPF). Methodology: This is an applied research with an exploratory-descriptive objective, carried out in five stages. The first stage involved a survey and bibliographic analysis of the Regional Offices of Federal Prosecution, followed by documentary research on innovation within the Union Public Prosecution Service. In the third stage, a questionnaire was administered to 50 respondents to delve deeper into the findings from the documentary research and quantitatively identify the barriers and incentives for innovation. In the fourth stage, interviews were conducted to further explore the questionnaire findings, culminating in data triangulation and analysis. Applicability and Limitations: The recommendations proposed in this research and further detailed in the conclusive technical report can serve as inspiration for other units within the Federal Public Prosecution Service, as well as for other institutions within the justice ecosystem. As a limitation, it should be noted that the innovation trajectory is confined to the time frame of 2023, and the quantitative results may not be perfectly applicable to other institutions, even within the Federal Public Prosecution Service. Contribution to society: The recommendations proposed in the conclusive technical report can be adopted by other units of the Federal Public Prosecution Service, as well as serving as inspiration for other endeavors within the justice ecosystem. A limitation is the lack of pre- organized materials for conducting this type of analysis within this unit. Originality: The originality of the study lies in its approach to innovation within an autonomous entity of the justice ecosystem, adopting an administrative perspective rather than a legal emphasis. Results: The trajectory of innovation within the 2° Office of Federal Circuit Prosecution has been systematized, organizing and making available this knowledge, as well as identifying the flow of innovation institutionalization within the Federal Prosecution Service (MPF), its organization into cycles, and historical milestones. The main barriers to innovation were also identified, including overly rigid hierarchies, workload overload, and projects misaligned with the core objectives. The principal incentives recognized included support from leadership, IT systems for innovation, and integration between Federal Circuit Prosecutors and staff. |
