| Abstract: | Este estudo analisa a dinâmica de implementação da política de desenvolvimento territorial do Ministério de Desenvolvimento Agrário (MDA) na região do Planalto Catarinense. A iniciativa pretende integrar num único processo de planejamento regional as principais instituições de desenvolvimento rural de 31 municípios. A predominância de participantes de segmentos ligados à agricultura familiar e a falta de uma estratégia de articulação com outros importantes atores regionais, a exemplo de representantes de instituições da esfera empresarial, associações de municípios e secretarias estaduais de desenvolvimento regional, descaracterizam o caráter territorial dessa política. O viés setorial, o número elevado de municípios e a inexistência de experiências conjuntas anteriores dos atores envolvidos explicam a fragilidade e fragmentação da iniciativa do MDA. Tais características dificultam a criação de um ambiente institucional propício à cooperação intersetorial, à inovação tecnológica e à construção de vínculos territoriais. |
| Abstract: | This study analyzes the dynamics of the implementation of the Ministry of Agrarian Development’s (MDA) territorial development policy in the Santa Catarina Plateau region. The initiative intends to integrate in a single regional planning process the principal rural development institutions of 31 municipalities. The predominance of participants of segments linked to family agriculture and the lack of a strategy of articulation with other important regional actors, such as the representatives of business groups, municipal associations and state regional development secretariats, discharacterize the territorial nature of this policy. The sectoral bias, the high number of municipalities and the inexistence of previous joint experiences of the actors involved explain the fragility and fragmentation of the MDA’s initiative. These characteristics make difficult the creation of an institutional environment that is propitious to intersectoral cooperation, technological innovation and the construction of territorial ties. |
