dc.description.abstractEsta tese tem como foco a emergência, em âmbito internacional, de um conjunto de concepções e diretrizes que buscam integrar a agricultura e a nutrição, tanto do ponto de vista científico como na construção de políticas e intervenções. Este processo mobiliza, atualmente, um conjunto diversificado de atores e instituições, incluindo organismos multilaterais, instituições científicas, organizações não governamentais (ONGs) com atuação em nível internacional, movimentos sociais, diferentes segmentos ligados ao setor empresarial, entre outros, colocando em disputa visões distintas acerca da uma possível integração entre agricultura e nutrição. A pesquisa toma como objeto empírico de investigação as Conferências Internacionais de Nutrição (CINs) promovidas pela Organização das Nações Unidas para Alimentação e Agricultura (FAO) e Organização Mundial da Saúde (OMS), em articulação com um conjunto mais amplo de instituições, realizadas em 1992 e 2014. Estas conferências são consideradas, na perspectiva deste trabalho, como arenas mistas, tanto pela diversidade de participantes envolvidos, como por colocar em diálogo diferentes abordagens e propostas de ação, combinando argumentos científicos e de natureza política, visando superar a má nutrição, termo que abrange tanto a desnutrição como a deficiência de micronutrientes e a obesidade. Utilizando como referência a teoria dos campos proposta por Fligstein e McAdam, a pesquisa procurou analisar as interações estabelecidas entre atores vinculados à agricultura e à nutrição, como um campo estratégico de ação. Procurou-se neste trabalho dedicar especial atenção às concepções de nutrição que têm sido enfatizadas na construção deste campo estratégico de ação. O trabalho encontra-se amparado em um esforço de pesquisa documental e na realização de entrevistas semiestruturadas, através da utilização de técnicas de análise de conteúdo. Os resultados evidenciam o papel protagonista da FAO como um ator hábil, capaz de tecer relações práticas e discursivas entre diferentes atores e instituições, com elevado nível de influência na construção deste novo campo. A pesquisa também revelou que as concepções de nutrição que têm se destacado nesta integração com a agricultura, tendem a enfatizar uma visão dos alimentos como carreadores de nutrientes, dissociando os aspectos biológicos do contexto social (proximal, intermediário ou macrossocial) na análise dos fatores que determinam a má nutrição. Existe um relativo consenso entre os diferentes atores sobre a adoção do conceito de “agricultura sensível à nutrição”, identificando-se, no entanto, uma série de disputas em torno das diretrizes orientadoras das práticas de intervenção. Estas controvérsias perpassam aspectos como: abrangência da integração da nutrição às etapas das cadeias de agregação de valor, as conexões a serem estabelecidas pelos sistemas agrícolas com o ambiente e o papel dos mercados na articulação entre agricultura e nutrição. Entende-se que a construção deste campo estratégico de ação encontra-se em processo, envolvendo disputas de concepções e diretrizes de intervenção entre atores com distintas vinculações institucionais.pt_BR

dc.description.abstractOtherThis thesis focuses on the emergence, at international level, of a set of concepts and guidelines that seek to integrate agriculture and nutrition, both from a scientific point of view and from the construction of policies and interventions. This process, currently, mobilizes a diverse set of actors and institutions, including multilateral organizations, scientific institutions, international non-governmental organizations (NGOs), social movements and different segments linked to the business sector, among others That results in a dispute of visions about a possible integration between agriculture and nutrition. This research takes as an empirical object of investigation the International Conferences on Nutrition (ICNs) promoted by the Food and Agriculture Organization of the United Nations (FAO) and World Health Organization (WHO), in articulation with a wider set of institutions, carried out in 1992 and 2014. These conferences are considered, in the perspective of this work, as mixed arenas, both for the diversity of involved participants and also for putting in dialogue different approaches and action proposals, combining scientific and political arguments, aiming to overcome malnutrition, term that refers to undernutrition, micronutrient deficiency and obesity. Using the Theory of Fields proposed by Fligstein and McAdam as reference, this research sought to analyze the established interactions between actors linked to agriculture and nutrition, as a strategic action field. Special attention was given to the concepts of nutrition that have been emphasized in the construction of this strategic action field. The work is supported by a documental research effort and semistructured interviews, through the use of content analysis techniques. The results highlight the role of the FAO as a skillful actor, capable of establishing practical and discursive relations between different actors and institutions, with a high level of influence in the construction of this new field. The research also revealed that nutritional conceptions that have stood out in this integration with agriculture tend to emphasize a view of food as carriers of nutrients, dissociating the biological aspects of the social context (proximal, intermediate or broad level) in the analysis of the factors that determine malnutrition. There is a relative consensus among the different actors on the adoption of the concept of "nutrition sensitive agriculture". However, several disputes around the guiding principles of intervention practices were identified. These controversies include aspects such as: the integration of nutrition into the steps of food value chains, the linkages to be established by agricultural systems with the environment, and the role of markets in linking agriculture and nutrition. It is understood that the construction of this strategic field of action is in process, involving disputes of conceptions and guidelines of intervention between actors with different institutional links.en
